HPWREN is being operated as a non-profit UC San Diego "recharge" service. HPWREN participants pay an annual fee for access to and use of the core network. The participation cost is determined on an individual level, based on the impact on the HPWREN network, on HPWREN staff, and on additional costs for equipment, installation, and maintenance of HPWREN connectivity to the participant's site.
